Introduction

If advanced AI is going to help drive a wider human flourishing rather than simply enrich a handful of companies, access to computing power may matter almost as much as access to the models themselves. Why compute has become a gatekeeper

The idea that AI could contribute to abundance often focuses on software. Yet the most capable systems require enormous physical infrastructure. A talented researcher may have a promising idea for drug discovery, climate modelling or educational AI but still lack the resources needed to train or test sophisticated systems. The US National AI Research Resource pilot

The most prominent American attempt to broaden AI access is the National AI Research Resource (NAIRR) Pilot, launched in 2024 under the leadership of the US National Science Foundation.

The programme emerged from concern that many researchers and educators lacked access to the computing resources needed for modern AI work. Rather than building a single government-owned supercomputer, the pilot uses a federated model that combines resources from government agencies, universities and private-sector partners. A notable feature of NAIRR is its attempt to lower barriers for researchers outside elite technology firms. Participating organisations contribute cloud credits, specialised hardware, datasets and AI tools. What public compute could unlock

The strongest case for public compute is not that it creates better chatbots. It is that it may broaden participation in the kinds of AI work most closely linked to long-term human flourishing.

In practice, these systems remain scarce resources. Someone must decide who receives allocation time, which projects qualify and what objectives justify public investment. Those decisions can create new forms of gatekeeping even when infrastructure is publicly funded.

Allocation politics. High demand means some projects will be prioritised over others. Governments and institutions must decide whether to favour commercialisation, scientific research, national security, public services or educational uses.

Expertise barriers. Access to hardware does not automatically create access to capability. Many organisations lack the engineers, data resources and specialised knowledge needed to use advanced systems effectively.

Geographic concentration. National programmes can widen access within wealthy countries while still leaving researchers in poorer regions excluded.

The limits of building a public alternative

Frontier AI development increasingly requires enormous investments in chips, electricity and facilities. The largest technology companies spend tens of billions of dollars on AI infrastructure. Even ambitious national programmes may struggle to match that pace.

This creates a dilemma. Public systems need to be large enough to remain useful, yet governments face budget constraints and competing priorities. Maintaining cutting-edge hardware also requires continual upgrades because AI infrastructure becomes outdated quickly.

Energy consumption is another constraint. Large AI supercomputers consume substantial power and require sophisticated cooling systems. Public compute versus public clouds

An important distinction is emerging between public compute and ordinary commercial cloud access.

Many researchers already rent computing resources from cloud providers. In one sense, cloud computing has democratised access by allowing organisations to rent infrastructure rather than buying entire supercomputers. Yet cloud access does not necessarily solve the governance problem.

When a small number of firms control the infrastructure layer, they can influence prices, access conditions, technical standards and research dependencies. Public compute programmes are partly motivated by the belief that societies need at least some infrastructure that is governed through public institutions rather than entirely through commercial incentives.

This is increasingly linked to ideas of technological sovereignty. The underlying question is not simply whether researchers can rent compute. It is whether critical AI infrastructure remains accountable to democratic institutions as AI becomes more economically and scientifically important.

Why this matters for an AI-enabled future

The optimistic vision of AI abundance often assumes that intelligence becomes widely available. Public compute is one of the practical policies aimed at making that assumption more plausible.

If advanced AI contributes to scientific acceleration, medical progress, climate solutions or educational empowerment, societies will face continual decisions about who gets access to the tools that enable those advances. Public compute does not guarantee fair distribution, nor does it solve deeper questions about wealth, ownership or AI safety. But it addresses a narrower and increasingly important issue: whether participation in the AI age depends entirely on access to a few private platforms.

The strongest argument for public compute is therefore not that governments should build every important AI system. It is that a civilisation hoping to benefit broadly from increasingly powerful machine intelligence may need at least part of its cognitive infrastructure to function as a public resource. Without that, many of the gains promised by AI abundance could arrive through institutions that are highly capable but only weakly accountable to the societies that depend on them.
