Introduction
Dedicated clean power could make an AI-rich future either fairer or less fair, depending on how the electricity system is organised. If AI companies finance new nuclear plants, geothermal projects, grid upgrades and storage that would not otherwise exist, they could help expand total clean energy supply for everyone. That would strengthen the case for AI abundance: more intelligence, automation and scientific capability without simply burning more fossil fuels or forcing rationing elsewhere. But if powerful firms secure privileged access to electricity while households face higher bills, delayed grid connections or environmental trade-offs, then AI abundance may look less like shared prosperity and more like infrastructure enclosure.
This tension is becoming central to the politics of advanced AI. Data centres are increasingly treated not as ordinary commercial buildings, but as strategic industrial loads with energy demand comparable to cities. Governments, utilities and regulators are now asking a difficult question: when technology firms sign private nuclear or geothermal deals, are they building new abundance, or bidding away a scarce public resource? [IEA]iea.orgIEAEnergy demand from AIOur Base Case finds that global electricity consumption for data centres is projected to double to reach around 9… [Reuters]reuters.comus ai boom faces electric shock 2026 02 25US AI boom faces electric shock25 Feb 2026 — Electricity demand is expected to rise further, by close to 2% per year on average between 2…
Why tech firms are securing private long-term generation
AI companies are pursuing dedicated clean power because they fear that ordinary electricity markets may not supply enough reliable energy fast enough. Large AI systems require constant computing capacity, and interruptions are expensive. Nuclear and geothermal power are attractive because they provide stable, round-the-clock electricity with relatively low operational emissions.
In theory, this could benefit the wider public. Long-term power purchase agreements can make it easier to finance new energy infrastructure that might otherwise struggle to attract investment. Microsoft’s support for restarting the Three Mile Island nuclear site, Meta’s long-term nuclear agreements and growing interest in enhanced geothermal systems all reflect a broader pattern: hyperscale AI firms are effectively acting as anchor customers for large energy projects. [Reuters]reuters.comTime to go nuclear?Inside the battle to power AIDecember 17, 2025 — Jan 9, 2026 — With the rise of power-hungry AI applications, the International Energy Ag… [Reuters]reuters.comus targets 5 gw more nuclear power through low cost finance reeii 2026 04 21US targets 5 GW more nuclear power through low-cost…21 Apr 2026 — Vistra Corp in January announced a 20-year PPA to provide more than…
The optimistic argument is straightforward:
- AI may accelerate medicine, science, materials discovery and automation only if energy supply also expands.
- Dedicated clean generation could reduce dependence on fossil fuels while supporting that expansion.
- Wealthy technology firms can absorb large upfront infrastructure costs that many utilities or governments struggle to finance quickly.
- If those projects add genuinely new clean capacity, they may leave more ordinary grid power available for households and smaller businesses.
From this perspective, private AI-energy deals resemble earlier periods of industrial build-out. Railways, electrification networks and telecommunications systems often began with concentrated industrial demand before becoming widely shared infrastructure.
Some energy analysts argue that hyperscaler demand may even help accelerate overdue grid modernisation. New transmission lines, battery systems and advanced reactors might arrive sooner because AI firms are willing to commit capital at unusual scale. [Reuters]reuters.comAI-fuelled expansion of power-hungry data centres… Microsoft to keep buying enough renewable energy to match all its electricity needs…
The broader AI bloom vision partly depends on this possibility. If intelligence becomes dramatically more useful across medicine, education, research and manufacturing, then expanding clean electricity generation could become one of the foundations of long-term human flourishing rather than merely a corporate operating expense.
But that optimistic outcome is not automatic.
The fairness problem begins with who gets access
The core political economy issue is that electricity systems are shared networks, not isolated private goods. Even when a data centre signs a dedicated power contract, it still depends on public transmission infrastructure, regulatory approvals, land access, cooling water, backup capacity and grid stability.
Critics worry that AI firms may effectively secure premium access to scarce infrastructure while socialising part of the cost.
This concern is strongest in regions already struggling with grid congestion. Northern Virginia, parts of Texas, Ireland and several other data-centre hubs have experienced mounting tension over transmission queues, rising electricity demand and delays for other users trying to connect renewable projects or industrial facilities. A central dispute is whether households end up indirectly subsidising AI expansion. Some grid watchdogs and consumer advocates argue that utilities are building expensive new infrastructure partly to support hyperscale computing growth, while spreading the cost across all ratepayers. Reuters recently reported growing scrutiny over whether rising AI-driven electricity demand is contributing to higher consumer bills and accelerated infrastructure spending. The fear is not merely theoretical. In parts of the United States, regulators and market monitors have warned that data-centre demand is tightening electricity markets and increasing pressure on ageing systems. PJM, the largest US grid operator, has faced criticism over how rapidly growing data-centre demand affects prices and reserve margins. For ordinary citizens, the fairness question becomes concrete very quickly:
- Will electricity bills rise? [reuters.com]reuters.comus ai boom faces electric shock 2026 02 25US AI boom faces electric shock25 Feb 2026 — Electricity demand is expected to rise further, by close to 2% per year on average between 2…
- Will local grids become less reliable?
- Will water use and land use burdens fall mainly on nearby communities?
- Will new infrastructure primarily serve global AI firms rather than local economic needs?
- Who receives the gains from the productivity explosion AI might create?
If the answer is “the public absorbs the costs while shareholders capture most of the upside”, then the idea of AI-enabled abundance loses much of its moral force.
Private clean power could still deepen inequality
Even abundant clean energy does not automatically produce broad prosperity. Historically, technological revolutions often increased productivity long before they distributed gains fairly.
A world in which a handful of companies control enormous computing infrastructure, proprietary models and dedicated energy supplies could produce new forms of concentration:
- Economic concentration, because only firms with massive capital reserves can secure multi-decade energy contracts.
- Geographic concentration, because AI infrastructure clusters in regions with favourable regulation and transmission access.
- Political concentration, because governments may become increasingly dependent on a few firms for digital infrastructure and growth.
- Scientific concentration, if frontier research requires energy-intensive computing beyond the reach of universities or poorer countries.
This matters because energy access partly determines who can participate in advanced AI development. If frontier models require gigawatt-scale infrastructure tied to exclusive power agreements, then the future of intelligence itself may become more centralised.
The risk is not simply that some companies become rich. The deeper concern is that the infrastructure of cognition — the systems that generate scientific discovery, automate labour and shape knowledge production — becomes owned by a narrow set of actors.
That outcome would sit uneasily beside the more expansive vision of AI bloom, which imagines intelligence becoming broadly empowering rather than tightly gated.
Communities may see the burdens before they see the benefits
One reason public resistance to data centres is increasing is that local communities often experience the costs immediately while promised societal benefits remain abstract.
Residents near major AI infrastructure projects have raised concerns about:
- Electricity price increases. [tomshardware.com]tomshardware.compower grid—has identified AI data centers as the primary cause of a dramatic 75.5% increase in electricity prices in the region. Wholesal…
- Heavy water consumption for cooling.
- Land use conflicts.
- Noise from backup systems and cooling equipment.
- Strain on local substations and transmission corridors.
- Limited direct employment after construction.
Even where facilities use clean power, communities may still question whether local sacrifices mainly support distant corporate profits. This creates a political vulnerability for the AI abundance narrative. A future of scientific acceleration and digital prosperity becomes harder to sustain democratically if many citizens associate AI infrastructure with rising bills and weakened public bargaining power.
Importantly, these tensions are not always resolved simply by building more renewables. Transmission constraints, backup requirements and interconnection queues mean that new electricity demand can still reshape regional markets even when total generation expands. [IEA]iea.orgIEAData centre electricity use surged in 2025, even with…16 Apr 2026 — Electricity demand from data centres soared by 17% in 2025, and…
The strongest counterargument: AI firms may finance infrastructure governments failed to build
There is also a serious counterargument to the “AI steals public power” narrative.
Many electricity systems were already underinvested before the AI boom accelerated. Ageing grids, slow permitting, weak transmission expansion and political resistance to large infrastructure projects created bottlenecks long before generative AI became commercially important.
From this perspective, hyperscalers are not uniquely causing scarcity. They are exposing it.
Supporters of large AI-energy partnerships argue that:
- Electricity demand from transport electrification, heat pumps and industrial reshoring was already rising.
- AI firms are often willing to pay for generation capacity that utilities struggled to finance.
- Long-term contracts can de-risk advanced nuclear and geothermal technologies that might later benefit wider society.
- Rapid economic growth from AI could increase tax revenues and national capacity if governed well.
Some analysts also dispute simple claims that data centres are directly responsible for household bill increases, arguing that inflation, wildfire resilience spending, ageing infrastructure and broader grid investment cycles are major contributors too. [Axios]axios.comA new report from Energy and Environmental Economics (E3) states there's no quantitative evidence showing that data center operations hav…
In this interpretation, dedicated clean power may ultimately make AI abundance fairer because it expands total productive capacity rather than forcing a zero-sum fight over existing electricity supply.
The fairness outcome then depends less on the existence of private power deals and more on the surrounding rules.
Rules that could align AI power demand with public benefit
Whether dedicated clean power improves fairness depends heavily on governance choices made now.
Several policy approaches are emerging that attempt to link AI infrastructure growth to broader public gain.
Require “additional” clean generation
One key principle is additionality: AI firms should fund genuinely new clean generation rather than simply purchasing existing low-carbon electricity that others already rely on.
Without additionality, corporate clean-energy claims may mostly reshuffle scarce clean supply instead of expanding it.
Make hyperscalers pay infrastructure costs transparently
Regulators are increasingly debating whether large data centres should bear a greater share of transmission and backup costs created by their demand growth.
The fairness logic is simple: if AI firms trigger major infrastructure expansion, ordinary households should not automatically absorb the resulting costs through general electricity rates. [Tom's Hardware]tomshardware.compower grid—has identified AI data centers as the primary cause of a dramatic 75.5% increase in electricity prices in the region. Wholesal…
Tie permits to community benefits
Some jurisdictions are exploring agreements that connect data-centre approvals to:
- Local tax contributions.
- Grid upgrades that also improve residential reliability.
- Water-efficiency requirements.
- Waste-heat reuse.
- Investment in public research or technical education.
This treats AI infrastructure more like other large industrial developments that negotiate explicit public returns.
Encourage flexible computing loads
Another promising idea is making AI systems more responsive to grid conditions.
Not all computation must occur continuously. Some training workloads can shift toward periods of surplus renewable generation, helping stabilise electricity systems instead of worsening peaks. Researchers and utilities are increasingly exploring “grid-aware computing” approaches for this reason. [IEA]iea.orgIEA – International Energy AgencyWe provide authoritative analysis, data, policy recommendations and solutions to ensure energy security… [Reuters]reuters.combiggest us grid paid record 1 billion money losing power plants q1 2026 05 20electric grid, paid a record $990 million in uplift payments to power plants, surpassing the $764 million total for all of 2025. These pa…
Preserve open scientific access
If advanced AI increasingly depends on energy-intensive infrastructure, public institutions may need dedicated access to national compute resources rather than relying entirely on corporate platforms.
Otherwise, universities and smaller countries could become permanently dependent on a small group of firms controlling both computation and energy supply.
AI abundance only looks fair if abundance becomes genuinely shared
The larger AI bloom vision is not just about producing more intelligence or more economic output. It is about whether advanced AI could expand human capability broadly enough to support a richer civilisation: longer healthier lives, accelerated science, less dangerous labour and wider access to knowledge and creativity.
Energy is one of the hidden foundations of that vision.
If clean electricity becomes abundant alongside advanced AI, then many fears about scarcity, emissions and industrial limits weaken. Nuclear, geothermal and other firm clean-energy systems could help support a world where intelligence scales without equivalent growth in pollution or fossil dependence.
But abundance alone does not settle distribution.
A future in which a few corporations control vast AI systems powered by quasi-private energy empires may still produce extraordinary wealth alongside deep inequality and political imbalance. Conversely, a world where AI-driven infrastructure expansion is tied to public investment, cheaper energy, wider scientific access and resilient grids could make the benefits of advanced intelligence much broader.
The same technologies that could help civilisation flourish at far larger scale could also intensify existing concentrations of wealth and power if institutions fail to adapt.
That is why the politics of electricity contracts, transmission rules and data-centre siting now matter far beyond the energy sector itself. They are early tests of a larger question: whether AI abundance will function as a shared civilisational upgrade, or primarily as a private advantage secured behind increasingly exclusive infrastructure.
